Is Richmond part of Surrey?
Officially the town of Richmond is part of the London Borough of Richmond upon Thames and has been since a local government reorganisation in 1965. Historically certainly and geographically mostly it should be regarded as Surrey territory, even though geographically it is well inside the artificial Greater London boundary. Richmond isn't part of the London postal area. The style and atmosphere of Richmond (Kew especially, due to its location) is more congruous with west London than the other areas of Surrey are - the perception of Richmond as being simply another part of west London ensures that it remains fashionable, wealthy and international. In this way it is culturally different from the rest of the other Surrey areas that fall within the Greater London boundary
