Permutations and Combinatorics Problems, please help?

About a) I got 9!/5!4!, without the "upper bound", still cant answer the question. Upper bound is just like ask you how many ways that you can travel at most. I'm not sure if this is correct. BTW, did u take macm 101 this term？
