What are the rules for using tenses in sentences?

I just want to ask when I write a paragraph and I started my first few words in past tense then I changed it to perfect progressive tense in a sentence is that correct? i.e. "In one sunny and wonderful day in a particular sector in the forest of British Columbia there was an imploring and adopted beggar whom was incongruous from his asylum to spend a day in the city of Surrey given consent from his parents" are the tenses correct in this particular sentence? thnx
