What Should I Do For Sweet 16 Party?

My birthday is in July and I want a really cool birthday party. There will be about 20 people (girls) and I really want a fun b-day party. I was thinking of doing it at night (6pm-12am). I was thinking of doing a black light party and have a bunch of glow sticks and stuff. In the ending (10pm-12am) we could dance around a bit and I have no idea what to do in the beginning. Should we just sit around and talk or should we play some games or something, if so which games (no boardgames or twister)? What kind of food should I have and anyone know where I can rent out black lights in Surrey, BC? What kind of decorations should I put up? Sorry, I'm just really bad at planning parties...It's been so long since I even celebrated my birthday!!!
